study of institutional collaboration in the management structure of the city regions case study: process of determining the city of qazvin growth boundaries.

this study is written following the analysis of institutional collaboration in the urban regions. based on this, and with the goal of facilitating the cooperation as one of the elements of governing patterns in the theories of new regionalism this study aims to analyze the governmental and public institutions’ commitment (as the main involving organizations for the regional management matters in iran) based on the official and unofficial rules in the new institutionalism theories. the measurement scale of the institutional commitment, based on the habermas’ intellectual theory is the composite indicator of rational discourse. this composite indicator used the lack of agreement elements as the presupposition for the perceivability of the discourse, the validity of sources, reliance in the speaker and the equality in the statement of speech as the terms for the formation of reasoning and the lack of existence of external pressures and equal access to the conditions of discourse as the terms for the formation of discourse circumference. sample growth boundary in this research, is the urban area of qazvin city, and the velitation matter of it is the process of defying the borderlines and the involving organizations, the governor natorial and the roads & urbanization as the governmental organization and municipality as the public organization. the case study is based on the data collection techniques, archive, interview, and questionnaire as the research method. to analyze the found results, the method of description pillars and analyze sub-systems like survey and correlation tests are used. the findings, are evaluated in two levels of organization (medial), taken from the official governing rules and the particular level (micro) taken from the unofficial rules based on the mentioned variables.the (macro) level structure is presumed as static. based on this, on the organizational level, the legal decrees like the “definition of city growth boundaries and borders” rule and programs or plans like society as the reference for ratification of growth boundaries and evaluation, because of the existing of legal gaps it does not mark a process to form rational discourse; although there is no obstacle for the formation of it. on the particular level, the researches showed that the values are reasonable to form the rational discourse; but a number of norms like equal conversation, equal access to the conversation terms and the reliance in the speaker was not form in this course. also the correlation tests did not indicate any meaningful relation between the values and the delineated norms. it generally seems that rational discourse was not done in the framework of organizational collaborations regarding the determination of qazvin city’s growth boundaries. based on the conceptual model and the mentioned findings, it is feasible to design a possible model to form characteristic organizational collaborations. based on this, by providing a public arena for the voluntary attendance of organizations that are having disagreements, it would be possible to provide some certain terms for the formation of reasonable discourse. also, internalizing the organizational values to form this process on the particular level is also seems mandatory. internalizing can be possible through authoring organizational solidarity and inter-organizational instructions.
